The Hollands Noorderkwartier Water Board is currently working on the preparations for the reinforcement of the outer side of the dike. We previously communicated that a new information evening would be organized in late May\/early June 2026. Although preparations are currently underway, these focus primarily on procedures and less on the concrete elaboration of the design. As a result, compared to the information meetings in October 2025, there are only limited changes to the design to share with you. For this reason, we have chosen to inform you about the current state of affairs in this way.<\/p>\n

Project decision procedure<\/strong><\/p>\n

We are currently preparing for the procedure regarding the project decision. The project decision is the most important permit, describing the nature of the project and providing insight into the measures and provisions in the physical environment required to realize the project. The project decision is necessary for the dike reinforcement to take place. First, a draft project decision is being prepared. This must be approved by the Executive Board of HHNK. Following this, it will be made available for public inspection. This is the moment when the public can view the documents and submit any views. Should you already have questions or comments, you can make them known to the Community Manager now. Everyone who submits a view will receive a confirmation and will be informed later regarding the response and the final decisions. The draft project decision will be available for public inspection for a period of 6 weeks starting in early October 2026. During this period, we will organize two consultation sessions (one in Den Helder and one in Huisduinen) and a digital consultation session, during which you will have the opportunity to ask questions about the draft project decision. Information regarding when these events take place will be communicated via local media, the project website, and HHNK's social media. After the public inspection period, the project decision is finalized. This is then approved by the Executive Board of HHNK, and subsequently by the Provincial Executive of the Province of North Holland. After this, the project decision is formalized and the works may commence.<\/p>\n

Final design<\/strong><\/p>\n

The preliminary design was presented to you during the information evenings in October 2025. In the meantime, this has been further developed into a final design. There are no changes to this final design compared to the preliminary design. The asphalt up to the level just below the cycle path will be replaced by riprap on a layer of rubble and\/or mine stone. The appearance of the dike will look the same everywhere after the reinforcement. Nevertheless, the design distinguishes between the dike south of Kaap Hoofd and the dike north of Kaap Hoofd. There are heavier waves south of Kaap Hoofd; therefore, a thicker layer of stone revetment will be applied here than on the side north of Kaap Hoofd. For example, the final design also includes a more detailed elaboration of the connections to the existing riprap (at the bottom of the dike) and the existing asphalt (on the cycle path).<\/p>\n

During the previous information meeting, concerns regarding the increasing freight traffic along the dike were raised. Measures have been included to address this. An access route has been developed, running via the Van Kinsbergenbrug and Nieuwe Diep to Hoofdgracht. From here, traffic will drive onto the dike. Furthermore, transport will take place via the outside of the dike as much as possible. This will minimize disruption.<\/p>\n

Environment<\/strong><\/p>\n

Over the past period, various discussions have also taken place with the local community. For instance, potential remaining opportunities around the dike are being explored in consultation with the municipality of Den Helder. A meeting was also held with the users of the dinghy slipways, together with the municipality of Den Helder. Together, they looked at how the slipways could be restored. Coordination has also been reached with the swimming club, and a new swimming ladder with a handrail will be installed at the current location of the ladder.<\/p>\n

Execution planning<\/strong><\/p>\n

In the meantime, the final design is being further developed into a design that can be used by the contractor for the execution of the works. The works must be carried out outside the storm season. The storm season runs from October 15 to April 15. This is the period when the risk of high water levels and heavy waves is greatest. Therefore, work on the dike is not permitted during this period, except for a few minor finishing works that do not compromise the strength of the dike. We aim to start the work on the dike in mid-2027. Whether this is feasible depends in part on whether or not comments are submitted. The work will be carried out over two open seasons and will take approximately two years.<\/p>\n

Change in Environmental Management<\/strong><\/p>\n

Recently, Nienke Schut has been the face of the project to the local community. However, she will be leaving the project towards the summer of this year. She was working through a traineeship, which gave her the opportunity to explore various roles within the water authority. Environmental management was one of them, but she has come to the conclusion that another role suits her better. Starting this summer, she will focus on a different role within the water authority regarding chemical water quality. Sjors Heestermans will be taking over her role as environmental manager. I have been working at HHNK since June last year and am also active as an environmental manager on the Havendijk project in Den Helder. That project will bring me to Den Helder several days a week next year, which creates a nice link with the Helderse Zeewering.<\/p>\n

The Helderse Sea Defence is a project centered on a clear and necessary task: strengthening a primary flood defence so that it meets safety standards in the future. It is precisely the careful execution of this strengthening, with an eye to the environment and practical consequences, that makes me eager to contribute. I look forward to getting to know the area well and working together with residents, entrepreneurs, and partners towards a safe coast.<\/p>\n
